Britain's Queen Elizabeth II addresses a packed House of Lords, during the State Opening of Parliament in London. British lawmakers say the country's House of Lords is full to bursting, and can't cope with any more members. The country's upper chamber of Parliament has 792 active members, and legislators complain the overcrowding means they face a scramble for seats, office space and slots to speak during debates. Several leading members have backed a University College London report published on Wednesday April 20, 2011, which demands immediate action to reduce numbers in the packed chamber. Baroness Betty Boothroyd, a former House of Commons speaker, is among those who have urged Prime Minister David Cameron to stop appointing new members.
